On the afternoon of November 22, 2024, the Shanghai Rehabilitation Assistive Equipment Renewal Promotion Conference and Production Sales Matchmaking Conference were successfully held. This meeting thoroughly implemented the spirit of documents such as the "Shanghai Implementation Plan for Further Strengthening the Promotion of Consumer Goods Trade in" and the "Shanghai Implementation Rules for Supporting Green Smart Home Appliance Consumption Subsidies", further integrated the resources of the rehabilitation assistive device industry, enriched assistive device products, expanded retail channels, and worked together for win-win cooperation, implemented the national and local decision-making arrangements for increasing support for consumer goods trade in, and further released the consumption potential of rehabilitation assistive devices in the city.
Li Li, member of the Party Committee and Vice President of the Shanghai Branch of China Construction Bank, Jiang Qi, Deputy Director of the Disability Welfare Department of the Shanghai Civil Affairs Bureau, Liao Tao, Level 4 Researcher of the Market Order Department of the Shanghai Municipal Commission of Commerce, Zhang Junxin, General Manager of the Business Technology Department and Financial Business Department of Shanghai UnionPay, Ye Dan, General Manager of the Network Finance Department of China Construction Bank, Shen Yu, Chairman of the Shanghai Artificial Limb Factory, Wang Xin, Deputy Secretary General of the Shanghai Pharmaceutical Business Industry Association, and Yang Yan, Secretary General of the Shanghai Rehabilitation Equipment Association, attended the meeting together with nearly 70 Shanghai rehabilitation assistive device product suppliers and subsidy participating enterprises.
The meeting was chaired by Yang Yan, Secretary General of the Shanghai Rehabilitation Equipment Association, and Li Li, member of the Party Committee and Vice President of the Shanghai Branch of China Construction Bank, delivered the opening speech. Vice President Li Li warmly welcomed all the attending leaders and guests to the China Construction Bank to participate in this conference. She introduced the practice of exploring the deep integration of financial services and rehabilitation aids industry in China Construction Bank, providing strong support for expanding sales channels of rehabilitation aids and connecting upstream and downstream enterprises. As a state-owned bank, China Construction Bank has provided solid financial support for the revitalization of rehabilitation aids activities. Vice President Li expressed confidence in China Construction Bank's continued support for the future development of the rehabilitation aids industry.
In the following agenda, the Rehabilitation Equipment Association provided a detailed introduction to the current progress of the rehabilitation equipment revitalization activity to the attending leaders and guests, reporting on the progress of the first batch of contracts signed with UnionPay and the installation of POS machines after the public announcement on November 12th. At the same time, relevant promotional activities have been carried out recently around the rehabilitation equipment revitalization activity. Mr. Wang Qiao, a responsible colleague of UnionPay, provided comprehensive and detailed guidance and assistance to participating companies by subsidizing the preparation process, specific usage methods of the commercial management platform, and operational details of POS machines.
Ye Dan, General Manager of the Network Department of China Construction Bank, introduced the Bank's rehabilitation aids and financial services to the guests. The "trade in" special loan provided by China Construction Bank has solved the financial difficulties of enterprises, fully supporting the development of trade in activities with preferential interest rates and low threshold application conditions. At the same time, China Construction Bank has opened its unique e-commerce ecosystem platform, built a "filial piety zone" to drive business for enterprises, and set up a special negotiation area at the conference site, where CCB staff provide services to interested enterprises on site.
Next, Shen Yu, Chairman of Shanghai Artificial Limb Factory, as one of the first representatives of enterprises to participate in the revitalization of assistive devices, gave a presentation. Mr. Shen introduced the valuable experience of the prosthetic factory in participating in the replacement activity application, how to apply for products and the matters that need to be paid attention to, and how to combine with the enterprise's marketing activities to fully exert the effect of this policy.
In the subsequent Q&A session, attendees raised questions to the attending leaders regarding the specific content and implementation details of the trade in subsidy policy. Teachers from the Commerce Commission and UnionPay provided detailed answers. During the first round of application, all relevant units have accumulated valuable practical experience. The establishment of this stage not only improves the efficiency of subsequent enterprise applications, but also provides strong guarantees for the smooth implementation of policies.
Subsequently, Jiang Qi, Deputy Director of the Disability Welfare Department of the Municipal Civil Affairs Bureau, and Liao Tao, a fourth level researcher from the Market Order Department of the Municipal Commerce Commission, put forward requirements for the follow-up work of revitalizing assistive devices. Deputy Director Jiang Qi first affirmed the positive social effects generated by the strong support of various units since the first round of the replacement activity was launched. Firstly, this work is a "two-way rush to benefit the people", which is beneficial to the enterprise and provides welfare to the people. The production and sales coordination meeting will introduce auxiliary equipment products to pharmaceutical retail stores, building a business partnership platform for enterprises. Each enterprise should make good use of policies and association resources. Secondly, this work is "day and night, racing against time", and the policy introduction time is tight and the task is heavy. We would like to thank the association, UnionPay, and relevant units for working overtime and making many contributions to the acceleration of this work. The post effect of the activity so far is very obvious, and it cannot be separated from everyone's collective wisdom and efforts. Thirdly, this work requires "joint promotion, co construction and sharing". Enterprises need to open up their ideas and actively provide suggestions through various promotional methods. Currently, the civil affairs department is preparing and planning "send out" activities for pop-up stores entering popular shopping malls, utilizing the advantages of civil affairs to deliver products and services to communities, tapping into the potential of nearby consumption, and "enter government" activities for promoting auxiliary equipment products in municipal government agencies. I hope that in the future, companies will create a good atmosphere in their stores, train their staff in promotional skills, and further promote rehabilitation aids products. The rehabilitation assistive device industry has a vast market and enormous potential. We hope that everyone can continue to walk together on this inclusive platform.
Researcher Liao Tao emphasized the requirements for the next steps of retail pharmacies. Each store should cooperate with UnionPay to accelerate the completion of POS deployment, and the pharmacy headquarters should do a good job in publicity. Subsequently, the daily report system will be implemented, and the city leaders are very concerned about the daily report work. The association will notify all units to submit sales and subsidy amounts and other data. The speeches of the leaders greatly stimulated the enthusiasm and confidence of the attendees.
Finally, the meeting arranged a roadshow for four representative companies of the association's rehabilitation assistive device products. We shared protective gear products, oxygen concentrators, electric wheelchairs, hearing aids, and other products separately. Mr. Xu from Pharmacy Network also shared some of their experience in operating Pharmacy Network Mall as a vertical e-commerce platform on site. Subsequently, the participating companies and rehabilitation equipment suppliers had on-site communication and coordination.
The meeting came to a successful conclusion in a warm and friendly atmosphere. The convening of this conference not only provided a valuable platform for attendees to exchange and learn, expanded retail channels for participants, and built a platform for communication and cooperation, but also injected strong new momentum into the promotion of consumption of rehabilitation assistive devices in Shanghai.
